The ground sits inside a university campus, on an avenue named after the architect who drew it, Carlos Raúl Villanueva. Work began in 1949 and the doors opened on 5 December 1951, in time for the Bolivarian Games, and from the start the stadium was one piece of a larger design rather than a building on its own plot.

Its biggest afternoons came from the continent rather than from the league. In 1975 it staged the final of the Copa América, Peru beating Colombia 1–0. Eight years later it was the main venue of the Pan American Games. When the Copa América returned to Venezuela in 2007, the ground was reworked — individual seats went into the popular ends, which cut the capacity well below the roughly 30,000 it had held before — and it took the third-place match, Mexico beating Uruguay 3–1.

Caracas FC are the main tenants, though the pitch is shared with Deportivo La Guaira, UCV FC and Metropolitanos FC; Deportivo Petare have moved on, and the national team stopped playing here in 2003. The crowd is not always a gentle one. In November 2024, after a 4–0 defeat by Deportivo Táchira, Caracas supporters came over the barriers and onto the grass. The stands have also held a papal Mass, celebrated by John Paul II in 1985.
