Ledovaya Arena Traktor stands in the Kalininsky District of Chelyabinsk. Construction began in spring 2007, originally scheduled to coincide with the 2008/2009 season, but delays pushed the opening to January 2009. The project was purchased from the company Skanska, which had previously built a similar arena in Mytishchi, while the contractor was 'Baltic Construction Company' (Балтийская строительная компания). The arena opened on January 17, 2009, timed to coincide with the 75th anniversary of the formation of the Chelyabinsk region. The exact address is 250-летия Челябинска Street, 38, Chelyabinsk, 454003.

The arena was later renamed in honour of Valery Konstantinovich Belousov after he led Traktor to silver medals in the 2012/2013 season and bronze medals in the 2011/2012 season. The current capacity is 7,500 spectators for ice hockey and 9,000–9,200 for concerts or other events. The capacity has remained constant since the arena opened. The only modification mentioned since opening was in 2020, when a 'Finnish-style' rink—28 metres wide—was installed instead of the standard 'Canadian' rink, which is 26 metres wide. This did not change the seating capacity.

The arena's official website is https://www.chel-arena.ru/contacts/.

The arena has undergone minimal changes since its opening, maintaining its original design and capacity.
