Kengo Kuma's design sits in Kasumigaoka on ground that carried an earlier stadium, the one Mitsuo Katayama designed and which opened in March 1958. That predecessor came down in 2015. It opened on 21 December 2019 with the Emperor's Cup final, Vissel Kobe beating Kashima Antlers 2–0.

The 2020 Summer Olympics were held in 2021, and the ground took the opening and closing ceremonies and the athletics programme. The football finals went elsewhere, to Nissan Stadium in Yokohama, as did the 2019 Rugby World Cup final.

It is not a club stadium. FC Tokyo, Machida Zelvia, Shimizu S-Pulse, Tokyo Verdy and Yokohama FC all have their own homes — Ajinomoto Stadium, Machida GION Stadium, IAI Stadium Nihondaira, Mitsuzawa.

The fullest it has been for a match was 22 November 2022, when 65,000 watched Japan play New Zealand at rugby union. Football has come close: 63,638 for Brazil, 61,916 for Thailand.
