Obayashi Corporation drew it up, a joint venture including Kobe Steel and Toa Galva put it together, and the bill came to roughly 20 to 21 billion yen.

For the tournament itself the capacity was pushed to 42,000 by bolting temporary open seating onto two ends. The temporary stands came out afterwards, and a retractable roof went up over two of the four sides.

The pitch changed in 2017, when the natural surface was rebuilt as SISGrass — 96 per cent grass, 4 per cent synthetic fibre. Kobe Wing Stadium was the name from the opening, then Home's Stadium Kobe from March 2007, then the current name from March 2013, when the Kobe cosmetics firm Noevir took the rights.

The Kobelco Kobe Steelers play here in Japan Rugby League One, and the ground took four pool matches at the 2019 Rugby World Cup. The inaugural WE League fixture was staged here in 2021. Each year the city also uses it for the Kobe Coming-of-Age Ceremony.
