The stadium sits inside the Foro Italico, and its own construction stalled with the war — the first phase, finished in 1937 under Luigi Moretti, opened as the Stadio dei Cipressi.

It reopened properly on 17 May 1953 as the Stadio dei Centomila, built to hold 100,000 for a match between Italy and Hungary, and only took its present name in 1960, once Rome had been awarded the Olympic Games. What followed was not one stadium but three, built inside the same footprint. The 1990 World Cup rebuild was the most drastic: the old bowl came down almost entirely and went up again in reinforced concrete with a roof added, at a cost of 233 billion lire.
