The ground carries its name from the district, not the club that built it. Toumba Stadium sits in the eponymous quarter of Thessaloniki, though its official designation is PAOK Stadium. It opened on September 6, 1959, built on land owned by the Hellenic National Defence General Staff and funded in part by the state. The structure was designed by Minas Trempelas, the engineering work handled by Antonis Triglianos. It cost 6,000,000 drachmas to complete.

The old stand at Gate 8 collapsed in March 1980. Since then the club has been forced to rebuild sections of the terrace. The capacity sits at 28,703, a figure that has not shifted since the major overhaul following the 2004 Olympic football tournament. That project added a four-storey building behind the west stand and installed a new roof over the main seating area. Concrete pillars below the north curved stand were reinforced at the same time.

The pitch is natural grass. A fresh surface was laid in September 2015 during renovations required for UEFA Europa League compliance. Those works also featured a presidential suite and expanded media facilities moved to the top of Gate 3. The record crowd, 45,252, gathered on December 19, 1976, for a Greek First Division match against AEK Athens that ended 0–0.

The atmosphere here is known as "Black Hell." The stadium has been closed repeatedly for fan violence. It has hosted three Greek Cup finals and hosted concerts by international artists.
