The building at Bismarckstraße 125 sits in the Küppersteg district, part of the Kurt-Rieß-Anlage sports complex, but its purpose is entirely secular. The structure opened in 1974, though some accounts place the opening as late as March 1975, and it was initially named the Wilhelm-Dopatka-Halle after the former mayor of Leverkusen.

The floor is permanent wooden parquet laid on a concrete base. It is a basketball court and a handball court, not a football pitch. The capacity shifts depending on the event: 2,771 seats for the Bayer Giants Leverkusen when they play, or 3,500 when the space is configured for general standing or flexible seating. The arena is owned by the City of Leverkusen and operated by Sportpark Leverkusen.

Its history includes three sponsorship changes. The name Smidt-Arena lasted from 2009 to 2016, before the current title, the Ostermann-Arena, took effect. A modernization in 2010 saw the architecture firm Wirtz + Kölsch update the entrance and administrative areas, while a former basketball hall was converted into a celebration space.

The venue has hosted EuroBasket 1985 matches, alongside concerts by Status Quo and Boyz II Men, and various darts tournaments.
