The ground began as municipal athletics infrastructure, one facility among several inside the Tochigi City General Movement Park, and for its first decades it carried names taken from the park and the municipality rather than from any club — General Movement Park Athletic Stadium, General Sports Park Athletic Stadium, Tochigi Municipal Stadium. The renaming to City Football Station came with a rebuild, and the new name and configuration became the ones in use around 2021, at the point when Tochigi City — until shortly before, Tochigi Uva — were climbing into the Japan Football League.
What followed made the ground a promotion venue rather than a park pitch. On 23 November 2025 Tochigi City beat AC Nagano Parceiro 3–0 here in the match that decided their J3 season, and the result carried them into J2 for 2026. The surface is natural grass.
