It opened on 17 June that year, was formally inaugurated a week later on 24 June, and cost around $85 million to build, to designs by Fernando de la Carrera, Alejandro Cavanzo and Diego Zorio. Three tournament matches followed: Brazil beat Chile 3–0, Mexico beat Ecuador 2–1, and Mexico returned for the quarter-final that ended Paraguay's run 6–0.

Since the opening it has been home to Monagas Sport Club , and the Venezuela national side keeps coming back for CONMEBOL qualifiers. The seating breaks down to 48,669 general places, with the rest given over to press, suites and boxes; the count has not changed since 2007. The natural grass has taken damage from tropical waves more than once.
