The plan for the Şövkət Orduxanov adına stadion sits in a folder marked with a project number.

The stadium was originally built for the residents of Qusar and renamed in honour of Şövkət Orduxanov, a former captain of the Soviet national team who was born in the town. The project was funded and carried out by the "Azenco" company, which tore down the original stands and built a new structure with a capacity of 5,150 seats. The playing surface is natural grass, fitted with a drainage system designed for the local weather.

The ground is designed to host more than just football. It includes facilities for wrestling, boxing, judo, and athletics, along with projectors and a scoreboard that meet international standards. The work on the stadium was transferred to the Ministry of Youth and Sports in 2025, marking the end of the long rebuilding process. While the local side Şahdağ Qusar plays its home matches there now, they spent the years of the reconstruction playing in Shamakhi.

A hotel is intended to be built on the grounds as part of the wider development. The old name, Qusar City Stadium, is now part of the past, replaced by the name of one of the town’s most famous sons.
