The pitch is natural grass, and the stands curve around it, though the south curve is closed for safety.

The stadium was built in 1926. The original capacity was small, but renovations in 1976 added two curved stands behind the goals. By 2005, the conversion to an all-seater stadium settled the number at 9,500.

On June 25, 1972, the ground was packed for a match between Panserraikos and AEL. The attendance reached 14,200, which is more than the current capacity allows. It was a decisive promotion play-off for the Second Division. The match ended in a 1-1 draw, but Panserraikos were awarded promotion because their opponents failed to pay a fine.

Panserraikos have played their home matches here since 1964. Ethnikos Gazoros also use the ground.

The name of the stadium has changed over time. It was once known as the National Stadium of Serres before being renamed after Emmanouil Papas. Local contexts have also referred to it as the Georgios Toptsis Stadium. The floodlights were installed in 2005, and a new roof was added to the west stand in 2008. The press booths moved to the east stand at the same time.
