Balikpapan runs on oil, and for decades that is what the city's football club was called after: Selicin Minyak, slippery as oil, long before the sun bear on the local emblem gave Persiba its current nickname, Beruang Madu. The club traces back to an amateur side called PS Belalang, formed on 3 August 1950, and took its present name, Persatuan Sepakbola Indonesia Balikpapan, in 1963.

Its one national title came in 1985, when Persiba won the Divisi I Perserikatan, beating PSIM Yogyakarta 1–0 in the final on a goal from Junaedi, with teammate Johny Rinning named the tournament's best player. The club managed third place in the 2009–10 Liga Super Indonesia, a season built partly around foreign signings such as the Argentine Robertino Pugliara and the Croatian Mijo Dadić.

What followed was harder. The 2017 Liga 1 season brought a financial collapse that sent the club down and, for a stretch, out of Balikpapan altogether — Persiba played its home fixtures at Gajayana Stadium in Malang before returning to Batakan. Syahril HM Taher took over as chairman in November 2018 and cleared debts running into the hundreds of billions of rupiah; Gede Widiade bought the club the following April and began rebuilding it. The recovery showed in 2025, when Persiba finished third in Liga Nusantara and won promotion to Liga 2, with Herman Dzumafo converting the winning penalty in the decider.

Batakan Stadium now holds the club's derbies against Borneo FC and Mitra Kukar, matches known locally as the East Kalimantan Derby; the old rivalry with Persisam Putra Samarinda ended when that club relocated in 2015.
