For its first years the ground belonged to the department rather than to the club that played on it. Juventud de Las Piedras were tenants on municipal turf. That ended when the club won the tender for the site and took a 50-year concession over it, after which the name changed from Estadio Municipal Parque Artigas to Estadio Juventud Parque Artigas to reflect who now held it. The ground still has no site of its own; what exists sits on the club's pages.

Work began in 2008, tied to the bicentenary of the Battle of Las Piedras marked in 2011, and the rebuilt ground opened on 2 September 2012. The same day brought the first Uruguayan top-flight match played there: Juventud beat Central Español 1-0. It had held 5,500 when it first opened in 2002.

The larger visitors came later. That November the pitch was given over to a concert by Ciudad Orsai, on the 16th. The concession has also made the ground lettable: Boston River have used it as their Primera División home.
