The ground sits on ground that has already been through one demolition. Before Laney College built here, this corner of Oakland held Frank Youell Field; the field was pulled down in 1969, and the college pitch took its place at the junction of 8th Street and 5th Avenue.
For most of its life the ground has belonged to the Laney Eagles and the college calendar. That changed in 2019, when Oakland Roots SC moved in and the club had to widen the playing area with a modular turf system laid over the grass. The crowds came with them. On 19 October 2019, against Los Angeles Force, 5,723 people got in for a 1–1 draw — more than the listed capacity of 5,500, which counts roughly 3,500 fixed seats plus standing room.
Members of the Laney College community opposed the plan.
An all-video scoreboard went in during March 2021. On 15 September 2023 , at an Alumni Night ceremony, the stadium was renamed Dr. Bill Riley Stadium after Dr. William "Bill" Riley, with the playing surface itself named Stan Peters Field.
