It was built to host the football tournament for the 25th Shandong Provincial Games, which took place in July of that year. Before that, it served as a temporary home for Beijing Guoan FC during the second half of the 2022 Chinese Super League season. The pitch itself is hybrid turf, a combination of natural grass and synthetic fibres, laid to professional standards.
The capacity is 12,000. The facility is located in the Donggang District of Rizhao, near the Rizhao Technician College. It is managed by the Rizhao Xingye Group, which also runs the website for the venue. The current tenants are Rizhao Yuqi FC, who play in China League Two.
