Azerbaijan fielded no under-21 side of its own before 1992: through the Soviet years, from 1978, its players had turned out for the USSR's under-21 team, and only the country's independence gave them a shirt of their own. It took two more years to arrange a fixture — the debut came on 9 June 1994, away to Romania, and ended 5–2.

Qualifying campaigns since have mostly gone the same way. A finals place has never come, and the low point arrived in 2025 qualifying, when the side won once in ten and finished sixth in its group. Better spells did come — fourth-place finishes in the 2013, 2015 and 2017 cycles stand as the closest they have got — and there have been afternoons to remember along the way, among them a 5-0 win away to Estonia in 2022. The other side of that ledger includes three separate 0-7 defeats, to Germany, and twice to England.

Jalal Huseynov's 21 caps make him the team's most-used player. The only trophy in the cabinet is a friendly one: the 2016 Antalya Cup, won with victories over Ukraine, Saudi Arabia, Albania and Bahrain.

Home matches are played at the Tofiq Bahramov Republican Stadium in Baku, though the side has also turned out at the Azersun Arena and the Bakcell Arena when needed. For the 2027 qualifiers they have been drawn into a group carrying Portugal, the Czech Republic and Scotland — opposition of a different order to Gibraltar, who share the section with them.
