Astana Arena, capacity 30,244, is the under-21 side's usual home, though the Football Federation of Kazakhstan also sends the age group to the Koblandy Batyr Stadium in Aktobe and to Turkistan City Stadium when fixtures fall outside the capital.

The side was set up in 1995 as an under-23 team to chase qualification for the 1996 Summer Olympics, and it took the field for the first time on 15 May 1996, losing 4–0 to Iran in Al-Ahsa. Kazakhstan's entry into UEFA in 2002 turned it into an under-21 team, and it has entered every UEFA European Under-21 Championship qualifying campaign since the 2006 edition without reaching a final tournament. The closest it has come is finishing third of five teams in the 2015 qualifiers and fourth of six in both 2019 and 2021.

Vladimir Cheburin took charge in February 2026. His predecessor, Askar Kozhabergenov, ran the side from 2020 to 2023. Dmitry Shomko and Didar Zhalmukan are among those who went on to full caps.

Known in Kazakh as Zhaskarshigalar, "The Young Hawks," the team plays in blue at home and yellow away, taken straight from the national flag. It carries no fixed rivalry into its qualifiers, so every visit to Astana Arena, or to the smaller grounds at Aktobe and Turkistan, stands on its own.
