About

The Israel State Cup stands as the primary domestic knockout football competition in Israel. Organised by the Israel Football Association (IFA), the tournament traces its origins to August 1928. The Eretz Israel Football Association, established by representatives of Maccabi and Hapoel, launched the inaugural edition. Initially known as the 'People's Cup' (Gvia HaAm), the event adopted its current name in 1949 following the establishment of the state. Prior to this official start, unofficial cups operated under the British Mandate.

The structure is a pure knockout format with no group stages or relegation mechanisms. The competition is open to all registered Israeli clubs, ranging from the top-tier Premier League down to the lowest regional divisions (Liga Gimel). Lower-division teams enter during early preliminary rounds, whereas Premier League clubs join in the Round of 32, also known as the Seventh Round. Matches are played as single-leg fixtures; draws proceed to extra time and penalties before a winner is determined. The final is contested at a neutral venue.

Victory in the competition grants qualification for the UEFA Europa League. Maccabi Tel Aviv holds the record for the most titles with 25, while Hapoel Tel Aviv follows with 16. The current holder, as of May 2025, is Hapoel Be'er Sheva, who secured the trophy by defeating Beitar Jerusalem 2–0 in the final. Sponsorship of the tournament has been handled by Toto Winner since 2023, with the competition often referred to as the Winner State Cup in commercial contexts.

Notable historical moments include the 1942 final, where Beitar Tel Aviv defeated Maccabi Haifa 12–1. The open format allows for potential upsets by lower-league teams, distinguishing it from the double round-robin structure of the league.
