Volta II / Arsenal

Two names on one team sheet is the giveaway. Volta II / Arsenal fields players from Põhja-Tallinna JK Volta's reserve side and JK Arsenal under a joint registration, Põhja-Tallinna JK Volta II ja JK Arsenal ÜM, a common enough arrangement in the lower tiers of Estonian football, where clubs share a squad rather than compete for the same pool of players in the same city district.

Arsenal's own history predates the merger by three decades. Playing under its own name, the club won the Northern Zone of the Second Division in the 1994–95 season and went up to the Esiliiga for 1995–96 — the closest either side of the current team has come to senior football. Nothing built on that promotion, and by the time the joint side took shape around 2023–24, Arsenal had settled back into the lower divisions alongside Volta.

The team now plays in the IV Liiga, the fourth tier, and enters the Väike karikas, the Small Cup reserved for clubs outside the top flights. It is a level where a 500-seat ground, Sõle Gümnaasiumi staadion on Sõle tänav, counts as adequate rather than modest, and where black and white shirts draw no particular attention beyond the touchline.

What rivalry exists plays out against the rest of northern Tallinn's crowded lower-league field, where clubs built the same way — around a school pitch, a shared squad, a feeder role for a bigger name — compete more for players than for points.
