Estadio Charrúa sits in Carrasco, on the corner of Avenida Bolivia and Verona. The Intendencia de Montevideo has run it since it opened in 1984.

FIFA money has come through twice for renovation work, first in 2002 under the Goal programme, then again in 2006. The bigger change came in 2018, when the pitch went hybrid — Greenfields Evolution Elite laid over a Trocellen shock pad, meeting both FIFA and World Rugby standards — alongside new stands, changing rooms and floodlights, timed for the FIFA U-17 Women's World Cup that November and the World Rugby Americas Pacific Challenge.

Uruguay's rugby side treats it as home, and Peñarol Rugby plays its Super Rugby Americas fixtures here; the record crowd on file dates from 12 October 2014, when Uruguay beat Russia 36-27 in a World Cup qualifying play-off in front of a full house. On the football side, Montevideo City Torque have used it since 2020 and were confirmed as the ground's principal First Division tenants from 2026, while Uruguay's women's national team also plays here.
