The ground sits on the east bank of the River Usk, a short walk from Newport railway station and the Millennium Bridge. Drainage work in 2013 and 2014 did not settle it; in August 2021 the natural grass came out altogether and a PlayMaster hybrid pitch went down in its place.

Land bought from Godfrey Morgan, 1st Viscount Tredegar, in 1875 became a sports ground two years later, laid out by Thomas Douglas-Jones. The stands have: the East Stand, built during the 2009–2011 redevelopment that cost around £7 million, carries the Bisley name and holds 2,526 seats. The Candleston Stand opposite keeps a standing lower tier, and the North Terrace stands uncovered. Because of those standing areas the ground takes 8,700 for rugby but 7,850 when Newport County AFC play.

Nothing since has come near the crowd of 31,000 that watched Newport RFC face South Africa on 10 January 1952. Tottenham Hotspur were held here in the FA Cup in 2018, Manchester United in 2024. Wales played Scotland here in the 2008 Six Nations and met Australia here at the 2015 Rugby World Cup.

Ownership moved from the Welsh Rugby Union to a private consortium led by David Buttress in 2023. Newport County signed a ten-year lease in July 2024, sharing the ground with Dragons RFC.
