The building took eighteen years to finish. Ground was broken in 1989, the doors opened officially on 30 October 2001, and the last of the construction work was only signed off in December 2006. Justinas Šeibokas was the architect through the long middle stretch, working on the project from 1988 to 1998 and returning between 2001 and 2005 to redraw parts of it. UAB "Viltekta" was the general designer, AB "Montuotojas" the contractor under Alfonsas Jaras. The total came to 29 million litas. Nothing substantial has been rebuilt since.
