Tartu JK Welco reached the top of Esiliiga B in 2023, a first-place finish that sent the club up to Esiliiga A for the following season.

The club took shape a year later, in 2008, entering Estonia's fourth tier as JK Welco Elekter. The sponsor's name came off the shirt in 2015, when the club settled on Tartu JK Welco, the name it still carries. The climb from there ran through the divisions in steady, unspectacular steps: third in the North/East group of II liiga in 2014, second the year after, third in Esiliiga B in 2016, second again in 2020, and finally top spot in 2023.

In the Meistriliiga itself, Estonia's top flight, Welco has never finished higher than 10th, a mark it reached in 2017 and again in 2021. The Estonian Cup has brought nothing better than a last-16 appearance. This season the club sits third in Esiliiga A, still pushing for more.

Home games are played at Holm Jalgpallipark. Since 2019, Tartu Santos has run as the club's youth academy.
