Ilpar settled the question of the strongest amateur club in Perm Krai twice over: it won the Amateur Cup of Russia in 2022, the first trophy at that level the region had ever taken, then held onto it in 2023.
The club traces back to a district select side in Ilyinsky, a settlement in Perm Krai, formally founded on 1 June 1999. Home matches are played some distance from the village, at the 17,000-seat Zvezda stadium in Perm.
The domestic run took shape after a near miss: runners-up in the Perm Krai championship in 2017, Ilpar closed the gap the following season and won the regional title and the regional cup three years running, from 2018 to 2020, adding the city championship of Perm in 2018 as well. Progress in Russia's third tier, the Ural and West Siberia zone, came more slowly — second place more than once before the club finally topped the zone in 2025. The same year brought another Perm Krai championship and a second straight Ural and West Siberia Super Cup.
