Keila

The nearest the club came to moving up was 2011, finishing second in the III liiga's Lääne zone and reaching the promotion play-offs — without going up. Kevor Palumets came through the Keila youth ranks between 2009 and 2015 before Bologna signed him, with spells at Zulte Waregem and HJK Helsinki following. Pavel Marin took the same route a few years earlier, leaving Keila's academy for SC Real and, eventually, the Estonia national team.

One episode still marks the club's history more than any table finish. In 2007, playing as Keila JK Alibi, the team was thrown out of its league for fielding players under false names — a scandal serious enough that the club dropped the sponsored name and reverted to Keila JK. It has played under that name since, in black and white, sometimes split into "Must" and "Valge" sides for lower-tier fixtures.

None of it has produced a national title, in the Meistriliiga or otherwise. What Keila has produced is a steady supply line to bigger clubs.
