Khujand sits at the mouth of the Fergana Valley, the second city of Tajikistan and the industrial and administrative centre of Sughd province — a status the region's football has followed as well. The club carries the province's name and, since its founding in 1976 as a successor to Pamir Leninabad, has held a distinction no other Tajik side can claim: every season of the top flight since the national championship began in 1992, without a single relegation.

What Khujand has never done is win that championship. Ten silver medals, the last as recently as 2024, and six bronzes tell of a club that arrives most years and rarely leaves empty-handed, yet the title has stayed out of reach. The Cup has been kinder — five wins, most recently in 2021, when Dilshod Bozorov top-scored in the league with 13 goals and helped carry the team through the tournament. The Super Cup has gone the other way entirely: five final appearances, no trophy.

Rustam Khojaev's two spells in charge produced both recent Cup wins, in 2017 and 2021. Vitaliy Levchenko, born in Khujand and a former Dynamo Kyiv player, took the bench for a single year, 2019, and steered the club to silver. Home games are played at the 20th Anniversary of Independence stadium, which holds 25,000.

The fixture that matters most is against Istaravshan, the Sughd derby, and it has not stayed on the pitch. A 2024 meeting ended in a mass brawl that saw an Istaravshan player disqualified, and in April 2026 a VAR-assisted red card against an Istaravshan player drew public dispute over whether the decision was fair. With another season of the championship under way, Khujand's task remains the one it has chased for over three decades: turning another year of near-misses into the title it has never held.
