Kangar's northern club faces PDRM FC, the uniformed side, and its geography puts it against Kedah FA whenever the two sides of Malaysia's north meet on a matchday. Neither rivalry has produced a trophy for the Perlis club.

The team was set up in 2015 by the Immigration Department of Malaysia. It played home matches in Putrajaya and then Alor Setar before settling in Kangar, taking the M3 League title in 2023 and following it with a runners-up finish in the A1 Semi-Pro League in 2024–25 that carried it into the Malaysia Super League for 2025–26.

In July 2026 the club dropped the Imigresen name and re-emerged as Star City FC, keeping the nickname 'The Pride of the North' and the green-and-yellow colours that carried it up through three divisions. The Malaysia Cup and the Super League title still sit outside its history.
