Two runner-up finishes, in 2010 and 2018, came against the same opponent.
The side traces back to 1992, when Latvia re-formed its own football structures after independence and its players stopped filling out the Soviet Union's youth ranks. Its first match, on 28 October 1992 in Vilnius against Lithuania U21, ended goalless. Aleksandrs Starkovs took the team through its first two years.
None of that has translated into a place at the UEFA European Under-21 Championship finals, which remains the gap in the record. The Baltic Cup has instead been the level at which the team's work shows up, against the same regional rival each time.
The squad's real function has been as a staging post. Oskars Kļava moved through it to 65 caps for the senior team and a spell at Anzhi Makhachkala; Artjoms Rudņevs went on to Hamburger SV and Lech Poznań. The more recent generation includes Kristers Tobers, who captains the senior national side from his club post at Aberdeen.
