The Toto Cup Ligat Al stands as the third tier of domestic football honours in Israel, sitting beneath the premier league and the state cup. Run exclusively by the Israel Football Association, the tournament is restricted to clubs competing in the top flight, Ligat Ha'Al.
Maccabi Tel Aviv holds the record for success, claiming nine titles. They enter the current campaign as the defending champions, having secured back-to-back victories in the 2023–24 and 2024–25 editions. The competition was established in the 1984–85 season under the name Lilian Cup before adopting its current title in 1986 following sponsorship from the Israeli Sports Betting Council.
The modern structure, implemented in the 2018–19 season, requires all fourteen top-tier clubs to participate. Four teams involved in European competitions receive automatic entry into the semi-finals. The remaining ten sides are divided into two groups of five. The victors of these groups progress to the semi-finals, where they meet the winners of a preliminary knockout fixture between the second pair of European qualifiers and the State Cup winner. All knockout stages, including the final, are decided over a single match.
While the format has undergone various changes throughout its history, including the use of two-legged ties, the current system remains fixed. The tournament operates independently of the Toto Cup Leumit, which serves the second division, ensuring that promotion or relegation between the two cups is not possible.
