Pho Hien

Ownership passed to the Ministry of Public Security in 2023, when it became PVF-CAND FC.

Under the Pho Hien name, the club never reached the top flight, finishing runner-up in V.League 2 three times, in 2019, 2023 and the 2023–24 season. In 2023 it also reached the semi-final of the Vietnamese National Football Cup, the first V.League 2 side to get that far since 2005, and its under-21 side won the national U-21 championship the same year.

PVF Stadium in Van Giang district, a 4,500-seat ground built for the PVF academy, doubled as home throughout those years. Nguyen Thanh Nhan finished as V.League 2 top scorer in both 2022 and 2023, with ten goals each season. With no other professional side in Hung Yen province, the closest thing to a derby it has known is its promotion play-off meetings with Bac Ninh FC.

It began in April 2018, when the Tan A Dai Thanh Group and the Hung Yen Provincial People's Committee set up the province's first professional football club.
