Estonia's under-21 side heads into another Baltic Cup cycle still chasing what has eluded it at the continental level: a place at the finals of the UEFA European Under-21 Championship, a target the team has never reached. Regional football remains the more realistic stage.
The team took shape in 1994 and won its first match that March in Cyprus, 4–2. The Under-21 Baltic Cup, lifted in 2014 ahead of Latvia and Lithuania, with final defeats to those same two rivals following in 2016 and 2018. The rivalry cuts both ways — Estonia's heaviest win, 6–0 away to Luxembourg in 2011, sits far from home, while its heaviest defeat came at home, a 1–10 loss to Germany in Tallinn in September 2024.
Home matches are played in Tallinn at the Kadrioru Stadium, which suits an age-group team building toward first caps rather than filling a big house. The shirt carries two nicknames: Sinisärgid, shared with the senior team, and Noored Kalevipojad, drawn from the national epic and kept for the under-21s alone.
No name from the age group is better remembered than Ragnar Klavan's, who passed through with seven caps before turning that into more than a hundred appearances for the senior team, the clearest case of the under-21s doing exactly what they exist to do.
