Yossi Benayoun won eleven caps for the side between 1998 and 2001, scoring five goals.

The team was formed in 1990, once Israel had been accepted as a full UEFA member, and played its first match that November in Xanthi, drawing 2–2 with Greece. Qualification for the European Under-21 Championship finals followed three times: in 2007, when Israel beat France in the play-offs to get there; in 2013, as hosts, where a 1–0 win over England took them to third place in the group; and in 2023.

That tournament turned on a penalty shoot-out against the host nation, Georgia, in the quarter-finals — a goalless draw settled 4–3 — before England ended it in the semi-finals, 3–0. The defeat still carried the team into the Olympic football tournament in Paris the following year.

Two names sit apart from the rest in the record books: Alon Mizrahi, with fifteen goals, remains the leading scorer at this level, and Arieh Bandu's 39 appearances have not been matched.

Israel's under-21s are based at HaMoshava Stadium in Petah Tikva, a ground with room for around 11,500.
