The club itself belongs to the city: Jinju City Council owns it, and the mayor, Jo Kyu-il, sits as chairman. That arrangement dates back to December 2019, when the club was formed and entered the K4 League the following year.

Money has shaped almost everything since. Jinju Citizen have twice finished third in the K4 League, in 2020 and again in 2024, and twice lost a promotion playoff — to Gyeongju Citizen in 2020 and to Changwon City in 2023 — without ever going up to the K3 League. The gap is not just sporting. Reports around the 2023 playoff suggested Jinju Citizen, like fellow K4 side Geoje Citizen, were in no hurry to win it.

Geoje Citizen are the other half of that story on the pitch as well: matches between the two are known as the Gyeongsangnam-do Derby, sometimes the Seomjin River Derby.

None of that changes what greets the players each week: a ground named for the Namgang River, and behind one end, Namgang Jeonsa, the supporters' group that gave a stand its voice and the club a number, 12, that no one wears again.
