The Clausura is one of two independent short tournaments that make up the Paraguayan first division. It runs alongside the Apertura and forms the basis of the dual-champion system. While most South American leagues crown a single winner, this structure produces two separate titles each year.

The tournament uses a double round-robin format. Every club plays every other team twice, once at home and once away. This results in 22 matches for each participant. There are no groups or play-offs within the regular schedule. The winner is determined solely by the final league table standings.

Qualification for continental competitions depends on performance here and in the aggregate table. The winner of the Clausura qualifies directly for the Copa Libertadores group stage. If the same club wins both tournaments, the second spot goes to the highest-placed non-champion in the aggregate table. The aggregate table also decides the third and fourth Copa Libertadores places and the four spots for the Copa Sudamericana.

A ceremonial match called the Superfinal takes place between the Apertura and Clausura winners. This event does not affect continental qualification. Promotion and relegation operate between the first tier and the División Intermedia. The two teams with the worst promedio points over the previous three seasons are relegated. The champion and runner-up of the second tier are promoted.

The league sits at Level 1 of the national pyramid. It was founded in 1906 by the Asociación Paraguaya de Fútbol. The current season features clubs such as Cerro Porteño, Club Guaraní, and Libertad Asunción. Club Olimpia holds the record for the most titles in the competition's history.

The distinction of this competition lies in its separation from a single-season champion model. It allows for two distinct winners in one calendar year. The reliance on the aggregate table for secondary continental spots adds complexity to the sport in the region. This setup contrasts with leagues that use a single table for all decisions.
