For derbies and European fixtures, the capacity at Arcul de Triumf falls short of licensing requirements, so the club rents the Arena Națională, which seats 55,634.
The club grew out of the Ministry of Internal Affairs. It was founded on 14 May 1948 in Bucharest through the merger of Unirea Tricolor MAI, already under the ministry's control, and Ciocanul București, with Interior Minister Teohari Georgescu and the brothers Alexandru and Torok Vogl behind the move. Two years later the new club split in two: one half stayed in Bucharest as Dinamo, the other was relocated to Brașov, then Cluj-Napoca, and by 1958 had settled in Bacău, where it became FCM Bacău.
The rivalry that defines the club traces back to that same origin. FCSB, then known as Steaua, represented the army; Dinamo represented the Interior Ministry. The fixture between them is still called the Eternal Derby.
Dinamo won its first Liga I title in 1955 under Anghel Niculescu, who had joined the club as a player in its founding year. Corneliu Dinu went on to make more league appearances for the club than anyone else, 454 in total, and won six championships and six cups as a player. Dudu Georgescu remains the club's all-time top scorer with 207 goals and twice finished as the league's leading marksman, including 47 goals in the 1976–77 season. Mircea Lucescu, a title winner as a player in 1965, later returned as coach and led the team to the championship in 1990.
In Europe the club never went further than the semi-finals, reached in the Champions Cup in 1983–84 and in the Cup Winners' Cup in 1989–90. Domestically it has taken the league eighteen times and the Romanian Cup thirteen times, most recently in 2017, the same year it also won the League Cup. In 2021, financial trouble put the club under special administration and sent it into Liga II for the first time in its history. It came out of insolvency on 23 June 2025, after four years of reorganisation, with its history still running back to the ministry that founded it in 1948.
