Pittsburgh wanted its prospects close, and in 1996 it bought a way to have them. What it bought was a franchise that was not playing. Fredericton had launched it as the Fredericton Express in 1981. It then moved to Halifax as the Citadels (1988–1993) and on to Cornwall as the Aces (1993–1996), before the Pittsburgh Penguins took it over. They did not put it on the ice at once, because the arena it needed in Pennsylvania was still to be built. The Wilkes-Barre/Scranton Penguins played their first season in 1999–2000, three years after the purchase.

The building is now the Mohegan Arena at Casey Plaza, and it opened under the name Wachovia Arena. Around it the team wears black, gold and red, and the town calls them the Baby Penguins.

The job has always been to prepare players for Pittsburgh. Sidney Crosby and Evgeni Malkin both passed through before they became NHL stars. In 2009 the two faced each other in the first Penguins Black and Gold Game. Tristan Jarry, the goaltender, also came through the farm team.

Results in the American Hockey League (AHL) have been steady rather than decorated. The Macgregor Kilpatrick Trophy, given for the best regular-season record, came in 2010–11 and again in 2016–17. The finals have been harder to win. The team reached the Calder Cup final in 2001, 2004 and 2008, and lost each time.

Three finals, no Calder Cup.
