Nickie Sanlin took charge for the 2025 Pan American Cup with a roster drawn on whoever has just finished a college season and reports to the National Team Training Center at the American Sports Centers in Anaheim.

The program behind it, the National Team Development Program, dates to 2021, and the U23 side exists mainly to send a squad to the NORCECA Men's U23 Pan American Cup. Andy Read ran the side through its early cycles before Sanlin took over for 2025, and under Read's watch the team beat Canada 3-1 in the 2023 final. Two years later, in 2025, the same fixture went the other way: a 3-2 defeat to the Dominican Republic in the final left the Americans with silver.

Canada and Mexico supply the sharpest edges of the rivalry in NORCECA play, though it was the Dominican Republic that beat them to gold this year and that they had already beaten once before, 3-1, for bronze at the senior-level Pan American Cup in 2021. Francesco Sani and Merrick McHenry have been among the players carrying recent squads, part of rosters built more on college form than on continuity.

What the team has not done is reach the FIVB U23 World Championship.
