Alexey Lashkevich was 16 when he first appeared for RUOR, in the 1993–94 season. He came out of the school's own academy, and that season the team finished first in the Belarusian Premier League, playing then under the name RTI-2-RUOR. He went on to win 10 championships with Tsmoki-Minsk and to be named a Slovenian All-Star, but the start was in a school hall in Minsk.

That is the point of the club. RUOR is the basketball side of the Republican School of Olympic Reserve, a state institution, and it was set up in 1992 to give its pupils a place in adult competition. The results came quickly. The club finished second in the league in 1992–93, then won it the following year.

The second title came in 1996–97, under Alexander Popkov, who coached the team from the bench. The same year RUOR won the Belarusian Cup, so 1997 gave the school both trophies. Popkov's squad included the brothers Andrei and Oleg Krivonos.

Later years were less kind. The club finished runners-up again in 2002–03, and the school added "State" to its name in 2004, though the nickname RUOR stayed as it was. By 2013–14 the team, then called BKM-RGUOR, was in the second tier and won the First League to return to the top flight.

Its closest rival is Tsmoki-Minsk, the club Lashkevich later made his career with. The two meet in youth competitions that are billed as the "Belarusian derby". Games against BC Minsk are called the "Minsk Derby". Home games are played at the RGUOR Sports Complex on ul. Filimonova, which has also hosted Belarusian Cup finals.

RUOR has won the league twice, in 1994 and 1997.
