Newport built its economy on steel, and for decades the club existed inside that industry rather than alongside it: founded in 1963 as Spencer Works AFC, named for the works team it was, playing first in the Newport and District Football League before graduating to the Welsh league setup for 1972–73. The club took the Gwent Premier League in 1970–71 and 1971–72, then the Welsh Football League Division One in 1974–75.

In 1988 the works changed its name and the club followed, becoming Llanwern AFC. Under that name it reached the Welsh top flight in 1992–93 and won the Welsh League Cup in 2002, beating Gwynfi United in the final. The move to a permanent home came in 2003, to Spytty Park — now known as Newport Stadium, capacity 5,058, of which 3,246 seats. The industrial name lasted until May 2016, when the Football Association of Wales approved the switch to Newport City for the following season, closing out a history spent playing under the identity of a steelworks rather than a city.

The club's biggest result arrived long after the rebrand. In 2023–24, Newport City finished second in Ardal South East, beat Cefn Cribwr 2–0 in the promotion play-off, and went on to win the FAW Trophy, beating Penrhyncoch 5–4 in the final — the first national cup in the club's history. The following season the youth side added the FAW Youth League South East, a rare sign of strength lower down given a club still known locally as the Steelmen, a name that outlasted the works itself.
