The franchise came out of a 1991 expansion grant to brothers Terry and Wayne Simpson, and even the name was decided in public: a fan contest picked "Rebels" over "Renegades" and "Centurions" in 1992–93.

Ownership changed hands in 1999, when the Simpsons sold the club to Brent Sutter, who took the roles of owner, general manager and head coach at once. The Rebels reached their peak two years later, beating the Val-d'Or Foreurs 6–5 in overtime to win the Memorial Cup, then closing out the Ed Chynoweth Cup with a 4–1 series win over the Portland Winter Hawks. The Scotty Munro Memorial Trophy for the WHL's best regular-season record followed in both 2001 and 2002, part of a run of three straight Western Conference titles.

The names that passed through Red Deer read like a cross-section of a generation of NHL rosters: Dion Phaneuf, Cam Ward, Darcy Kuemper, James Reimer.
